Achievement or major blunder?
Posted on September 24th, 2008AMID the controversy over the shootout Wednesday last week at Jalandoni-Delgado Streets, Iloilo City that left three persons dead, some human rights lawyers and civilians opine the PNP should review its rules of engagement.
This, after a TV crew that responded to the scene of the incident caught the cops on tape firing at the three victims even if they were already lying on the pavement seriously wounded.
Some considered this an achievement on the part of the PNP but others see this as a major blunder committed by members of the Regional Intelligence Office (RIO) under Supt. Samuel Nacion.
Nacion is one of the region’s highly-trained and respected police officials, a colleague told this corner.
But Nacion must face the consequences of what they did.

Reacting to Mayor Jerry Treñas’ comments that the shooting incident would dissuade bad elements from operating in the metropolis, human rights advocates said it should not be viewed that way.
As far as we are concerned, every police action is presumed to be within the framework of our legal system.
The committee chairman of public safety and police matters in the city council must also conduct a separate investigation on the incident in aid of legislation.

While we welcome the internal probe by the National Police Commission and the Police Regional Office 6, some expressed doubts because the police will investigate their “kabaro”.
PRO-6 is composed of police personnel while the National Police Commission is allegedly known for exonerating high ranking police officers who are subjects of complaints by ordinary citizens.

Can you also imagine Col. Bartolome Tobias, the ICPO director, making an outright conclusion that there was no overkill or rubout even without watching first the TV footage?
It was an instant attempt to mislead the people in the guise of making us believe that it was a plain shootout.
Tobias should have told us to wait for the result of the investigation.

We are again reminded of the 11 Kuratong Baleleng kidnap-for-ransom gang members who were shot to death in Metro Manila 13 years ago. This case stained the image of the police.
Just lately, another alleged rubout happened when four suspects in the May 16 Rizal Commercial Banking Corp. (RCBC) robbery case were riddled with bullets by the police.
The cops involved were recommended to be dismissed.

Police should only use reasonable force to neutralize suspects during the engagement.
What we saw in the GMA-6 Iloilo footage showed how police officers shot Samuel Cioco, Gerard Emaas and Hino Balacutan even if they were already lying on the pavement.
Did Nacion and his men even think of rushing the wounded to the nearest hospital? It took them almost four hours to take away the bodies from the scene. Instead of bringing them to the hospital, they were brought directly to Somo memorial homes mortuary.
Even if it is true that Gerald Emaas was “Kilabot ng Masbate,” and Samuel Cioco and Hino Balacutan were notorious criminals, cops should know that they also have the right to due process. Tawo man ini sila!

Tama ka, tawo man ina sila, but what are these people doing to fellowmen? God probably used the group of Nacion to end their lives dahil masama sila at salot sa lipunan.
Kawawa naman ang mga taga RIO, they tried to help the City of Iloilo become a peaceful place to live para sa karamihan… but what they get was … they’re negatively judged … eh kung ikaw ang pulis at may isa pang granada sa bulsa na ihagis sa ‘yo kahit may sugat yong criminals na tinamaan mo, hintayin mo pa ba yon? di ka ba maniguro? di sana wala na tayong mga sincere crime busters ngayon!
I think what the Nacion group did was right. The death of three bad people can lessen the harm or possibly could preserve lives of hundreds of people. It may even include yours! Matanong nga kita, naghihinayang ka ba sa buhay ng tatlong namatay na ito? I heard they kill people, bomb cellsites, at marami pang notorious cases. Kung nabuhay kaya sila, will they change for the better or get even worst? Dahil kahit sa kulungan palang ay may nakalaan na na trabaho paglabas. Guess mo nalang, smart ka naman eh!

May narinig akong balita na mahirap ang buhay ng mga nasawi sa Masbate. Sorry to hear that, but what shocked me eh yong kahit isang sakong bigas and isuhol raw sa “Kilabot ng Masbate” ay talagang papatay siya ng tao? totoo ba yon? Pag totoo, ganon ba kamura ang buhay ng tao? O kaya talagang nasa instinct na nila ang gumawa ng masama at talagang wala nang konsyensiya? Dapat ba silang ipaglaban ng human rights dahil mahalaga ang buhay nila as human beings?
Well, well… I believe that God has the power to CONTROL over EVIL PLANS. If He allows things to happen, if it’s our time to die… we will.
Let’s NOT JUST make commentaries, but help find ways how to prevent these bad elements rule over us. tawo man ina sila, but tawo man ang pinapatay nila. They also have the right to live, but law enforcers have the right to defend themselves. Mabuhay!

Sorry to hear that Ariel. Pero kung totoo yang sinasabi mo, kung talagang honest ka, at sincere ka sa mga friends mo, why not ‘go out’ at mag witness ka to justify the case of your three friends?
Magkasama ba kayo noon araw at gabi? Before ba sila namatay alam mo kung ano ang mga ginagawa nila? Bakit sabi ng opisyal sa military ay isa siyang kilabot ng masbate? Hay naku po, bakit naman ginamit sila sa operation ng authority as you mentioned? ano bang makukuha ng mga authority kung mapatay sila? Ibig mo bang sabihin ang naghire sa kanila ay ang pulis na dating assign masbate for ‘gun-for-hire’? pero namalas na nakasangga ng mga taga RIO ang tatlo at hindi natuloy ang mission nito?
Napakasama talaga ng taong gumagamit ng kapwa tao for selfish desire of money and power. Pero sana walang masamang nangyayari kung walang taong nagpapagamit sa masama hindi po ba? And if you think about it.. kung hindi rin sila masamang tao why did they fire back? sana hands up na kaagad sila with their guns down para hindi sila tirahin. (hindi hands-up with their guns and grenade in hand ha?) kaso parang ’till death to they part’ na since yon na ang prinsipyo ng may maraming ginawang masama hindi po ba?
Sana may alam ka sa inside story kung sino tong pulis na to para matrace ang puno. E mention mo ang pangalan at alamin natin baka may maitulong ako.
