Power and arrogance

WHAT are we in power for?” was a famous statement always made by some abusive government officials that made them down and unpopular.
But even as this statement was not exactly uttered by Gov. Niel Tupas, since he knows the political cost to him, this statement is being lived, day in and day out, by those in power and position.
Just recently, Governor Tupas grabbed the headlines once more when his escort vehicle was caught using unauthorized car siren. While his bodyguard was accused of carrying a .9mm caliber pistol with expired gun permit. The entire controversy stemmed from a simple traffic altercation. But when C/Insp. Orly Gabinete, Jaro police chief, ordered to confiscate the siren of the governor’s vehicle and the firearm of his security named SPO1 Eugenio Beiren, the governor allegedly flared up.
It certainly left a bad taste in the mouth when Tupas, who also heads the Regional Peace and Order Council, threatened to sue Gabinete for being insistent to confiscate the alleged unauthorized car siren and .9 mm of his bodyguard.
As a result, Tupas and his bodyguards charged Gabinete before the PNP Provincial Internal Affairs Service (PIAS) for abuse of authority, grave misconduct, gross incompetence, ignorance of the law, and conduct unbecoming of an officer.
Gov. Niel was evidently using his power and arrogance by telling C/ Insp. Gabinete he is the top law enforcer in the province and Western Visayas being the RPOC head, so he could not be apprehended. Nagbangis na gid si Gob!
Everyone knows that in the past several months, Tupas and his hatchet men have continuously been rocked by numerous political scandals and controversies inside and outside Iloilo provincial capitol. And the latest is the Ileco 3-Artech bribery that took place at his mansion. It was retired Judge Mateo Baldoza, Ileco 3 board president, who revealed to Joel Tormon of Aksyon Radyo that he received P75, 000 cash as bribe money from Artech through Gov. Niel who personally handed it to him.
That’s why Iloilo media never run out of stories about anomalies perpetrated by Tupas and people close to him or with his blessings. In fact, we had almost lost count of these.

This corner has repeatedly called the attention of the Philippine National Police and Land Transportation Office to stop the unauthorized use of sirens, blinkers and similar gadgets. These are restricted only to military, police, ambulance and fire trucks. But it seems anyone especially politicians like Tupas, rich businessmen and those who have the right connections are using blinkers and sirens with impunity.
Gov. Niel as a lawyer should know Presidential Decree No. 96 that bans the attachment of sirens, blinkers, domelights and other signaling devices on motor vehicles. Only motor vehicles designated for official use by the Armed Forces of the Philippines, National Bureau of Investigation, Land Transportation Office, police department, fire department and hospital ambulances can use such gadgets.
On June 30, 2005, President Gloria M. Arroyo issued Administrative Order 122 “directing all government offices to strictly comply with PD 96 declaring unlawful the indiscriminate use of sirens, blinkers or similar devices.
It is for these PD 96 and AO 122 where the now-in-power governor may realize that his vindictive in nature and sad to say, arrogance, won’t prevail.
Gabinete must prove who between him and Tupas is ignorant.
