Their monkey business was recently uncovered, they have been caught red handed dipping their dirty fingers in the cookie jar like the P1.3 million auto-clave scam. The machine used to sterilize hospital tools failed to meet specification and quality standards because the unit was unbranded and merely “chop-chop” or “pasad”in local parlance..
The members of the Bids and Awards Committee conspired with Kuneho the Contractor who cornered the supply contract despite their full knowledge that there was no valid bidding at all because the competition was actually between a single supplier using three different business names.
The Trio los Bobos led by Kuyabog, and their partner Tamodios the GSO man, were caught again in the overpriced procurement of an x-ray machine which turned out to be second hand , P4 million, bought from a hospital, again with Kuneho the Contractor as the lucky supplier. The contract was called off, luckily for taxpayers after some faces turned red.
The Trio Los Bobos, namely, Kuyabog, Sirum-Sirum the Planner and Tibakla the Flirt, and their partners in crime particularly, Tamodios the GSO man, got caught anew in the purchase of an overpriced software to systematize real property taxation and collection.
The Kingdom by the River has its own efficient software developed by its own people. It can upgrade the program costing taxpayers only less than P200,000 but Kuyabog and his gang of thieves went ahead in buying the software developed by the Kingdom sa Tabuk.
The Kingdom sa Tabuk or Khan Laon, is also a local government unit but by some circuituous arrangement, Kuyabog schemed to contract instead a private individual acting as agent of the Kingdom sa Tabuk. Only two business firms joined the bidding, however, Heydee the non-biting watchdog of the kingdom smelled rat because the two bidders are actually one and the same person, offering to sell the program at P2.2 million and P2.3 million.
Basyon the IT woman also smelled something fishy and refused to inspect the software because it is was even less efficient than the one currently used by the Kingdom by the River.
Tyo Pisyong the Chief, initially refused to sign the request order but was pressured by Kuyabog, Sirum-Sirum and Tibakla who forged this plan, “Kon indi sia madala sa one talk ti sa tutok eh,.kanugon man lang kwarta kun indi magasto. Matapos na ang tuig kag dapat gastohon gid ina,” Kuyabog said.
The thievery can turn the dead in their grave but Kuyabog and company went ahead despite hesitation from Basyon and Pisyong. The fat man turned to the University of the Philippines IT department to inspect the software bought from Khan Laon but the academic community declined.
So, to give some semblance of inspection, Kuyabog formed his team of “experts” (actually, his incompetent stooges) to do the inspection so to justify the acceptance and release of payment.
Everyday, King Bungly and his kingdom land on the front pages due to the broad daylight robbery done by Kuyabog and his gang. Kuyabog has to steal because of his expensive lifestyle. He has his wife Sakrifisya and three kids to feed, he still has Karing with one, Rubita with two, and a handsome young man to care for.
Despite the bad publicity, Kuyabog simply brave the brickbats just to lay his hands on the cookies for every chance he gets.
His latest feat is another multi-million thievery involving the purchase of hospital equipment worth P23 million.
The dust of the autoclave and software scandals has not yet settled but Kuyabog and his gang once more itch to steal, this time around from the tragedy of Typhoon Frank. The calamity happened last June 21-22, 2008 yet, but Kuyabog schemed to bilk taxpayers by rushing the purchase of hospital equipment totaling P20 million, among which, the P9 million x-ray machine.
The chiefs of hospitals and Doc Puruguan, the provincial health officer, are the unwilling accomplices of Kuyabog. The recipient hospitals made no such purchase request because, in the first place, their x-ray and other equipments have been spared by Frank.
The vouchers and other documents like purchase orders and requests were all done in December 2008 because Kuyabog discovered there are still millions to steal by the year end.
Kuyabog merely echoed his crooked justification that unspent budget have to be spent “kay kanugon lang. Dali na lang matapos tuig kag mabalik man lang sa general fund kun indi magasto”
Like Datu Pandit the head of the New Trio Los Bobos in the Kingdom by the Lunok, Kuyabog is stranger to the word “shame”. His dirty hands are seen all over in past irregular transactions, his collusion with Kuneho the Contractor is notorious all over back in his media days, yet he is now casting aside all shame and delicadeza continuing to deal with her despite her involvement in the autoclave scandal and x-ray scam.
The latest purchases of hospital equipment amounting to P23 million, are to be taken from the savings of the disaster fund. The lucky contractor who won 12 of 14 public biddings is again Kuneho the Contractor disguised as “BC Medics” with address at Bacolod City and represented here by one Boy Tuberas of Oton. Boy Tuberas and BC Medics do have calling cards but their modus operandi is identical to the trick Kuneho the Contractor has been playing throughout: BC Medics has no specific address much less a telephone number.
BC Medics managed to sneak back to the public biddings done by the Kingdom by the River, courtesy of Kuyabog – ay abaw, makasulumpa gid ining Trio Los Bobos!

I have been in the autoclave repairs and sales business since 1974. I am amazed to see how many times the term ‘autoclave’ was used in other fields.
There was a rock band in the UK called ‘autoclave’.
There was a computer hard disk called ‘autoclave’.
Now I see (in the article above by Peter Jimenea of the The Daily Guardian) that there is ‘autoclave scandal’.
The reason I am writing this post, is just in case that YOU (the reader) were searching for an autoclave, and now you are surprised to see the term autoclave in here.
In my field the autoclave is being used in the health care industry to autoclave and sterilize instruments between patients so you the patient won’t get infected.
Here’s what Wikipedia is saying about ‘autoclave’:
“An autoclave is a pressurized device designed to heat aqueous solutions above their boiling point at normal atmospheric pressure to achieve sterilization.
The autoclave was invented by Charles Chamberland in 1879.
The term autoclave is also used to describe an industrial machine in which elevated temperature and pressure are used in processing materials. “(Wikipoedia).
