Winston Garcia, again

IF THROTTLING another’s neck were no crime, the longest line of people queueing to do that is at the GSIS central office or wherever its top honcho, Winston Garcia, is warming his big butt in.

The woes of GSIS members are endless and a thousand of them are created every second because the GSIS under the watch of that GMA-appointee has become into an infernal destination for government retirees and active employees.

Typhoon “Frank” which left vast swaths of destruction and human misery on Panay Island on June 21-22, is one instance showing GSIS’s adeptness in making even the most noble public servant look like a fool.

That happened to Elma Adayno, an employee of the Iloilo provincial government. She went through all the rigors of applying for calamity loans that required her to visit the GSIS office at Iznart Street now and then.

The GSIS officer, finally, said her application was granted and all the applicant had to do is check the GSIS web page for confirmation.

In this space age, that is supposedly only a matter of minutes. But one day after GSIS informed her of the approval of her application, the GSIS web site was still not updated.
One afternoon, she just got a text message from GSIS informing her that her loan application was rejected because she has “defaulted” loan.

Her story is continues to this date as victims of that cruel joke multiply every second.
Calling somebody has defaulted is tantamount to saying that she is liable to be sued in court for specific performance and damages for reneging on his/her obligation.

GSIS has not sent the enraged applicant any demand. The fact is, she has no outstanding obligation to that infernal government financing institution, her records is clean.
Decades ago, GSIS processed loans and pensions efficiently despite the absence of computers.

With state-of-the-art computers and softwares that it has today, the GSIS is supposed to be work faster and serve better. But to the contrary, it has only used the computers to plunge itself back to the dark ages, it has mutated into a thief, in fact.

Elma Adayon, the Iloilo provincial employees who was disqualified from availing of the calamity loan for allegedly being a delinquent borrower is the sole victim who despite a clean record, was rejected by the GSIS.

All that GSIS people have to do is click the keyboards to correct its errors. It only takes minutes. However, it still requires of its victims to write the GSIS central office rrequesting for correction in their records – with supporting documents pa!

Instead of kicking bumpkins in the organization for corrupting GSIS records, Winston Garcia and his ilk would rather pour salt on the wounds of the very victims of GSIS inefficiency.

GSIS reminds us of the another backward, conservative and despotic sector, the princes of the Catholic Church led by an unrepentant Nazi – the clerics who are a minority in fact – who are still stuck to the Dark Ages but still has the temerity of arrogating unto themselves the title “The Church” and the right to decide for the rest of the body, unwilling to hear the voice of the overwhelming majority, on the issue of women’s reproductive rights.

But that’s another story. Be that as it may, by appointing the kind of big heads to the helm of the GSIS, GMA has only named Dracula to guard the blood bank.
